29. Mrs. Popova (Bulgaria), speaking on behalf of Bulgarian youth, said the most important thing was to promote youth participation in decision-making at all levels, which would require including young people in all the committees and organs of the United Nations with social development responsibilities. Youth NGOs should also be included among the organizations accredited to the United Nations. In addition, United Nations youth associations should be made more effective through cooperation with the United Nations World Forum of Youth and the sponsoring of worldwide events such as an international youth day. In terms of encouraging cooperation with the United Nations, the most important step would be to finance activities under the World Programme of Action for Youth. Budgets should be allocated to the national offices of UNDP, the United Nations Office on Drugs and Crime and other institutions dealing with youth. Those funds should be granted not only to large, experienced NGOs but also to informal groups that were working closely with young people in developing countries, so they could make their voice heard. One might even consider instituting a permanent United Nations advisory body on youth.
